28 New Substations and 24 Indoor Conversions: GIS Partial Discharge Testing Becomes Mission-Critical

Under the Grid Resilience Program, Taipower will build 28 new substations and convert 24 existing ones to indoor designs over ten years. Locating substations closer to load centers improves supply stability, while indoor designs reduce outages caused by wildlife and lightning.

Indoor substations typically rely heavily on gas-insulated switchgear (GIS). GIS is compact and highly reliable — but tiny internal defects such as metallic particles, assembly flaws, or voids in insulators are invisible from the outside and can escalate into catastrophic insulation breakdown. That is why on-site withstand and partial discharge (PD) testing after installation, plus periodic or online PD monitoring in service, has become the international standard for GIS quality assurance.

As dozens of substation projects are tendered and completed over the coming decade, acceptance testing and condition monitoring for GIS, power cables, and transformers will enter a long-term growth cycle.
