EU Grid Action Plan: Nearly €100 Billion a Year Needed as 800GW of Renewables Await Connection

Europe is pushing grid upgrades with both policy and capital. The European Commission’s Grid Action Plan (late 2023) and the European Grid Package announced in February 2025 aim to modernize member-state grids and accelerate smart grid transformation, with European Investment Bank financing support.

Allianz Research estimates the EU needs about €90.8 billion per year in power infrastructure investment — roughly €2.3 trillion cumulative by 2050. More than 800GW of wind and solar capacity is already waiting for grid connection, nearly double existing supply. Transmission infrastructure alone must expand 28% by 2030, with cumulative investment needs of €694 billion by 2050.

Mass renewable integration means more substations, submarine and land cable projects, and more complex grid operating conditions. From new-equipment acceptance testing to condition assessment of aging assets, insulation diagnostics will play an ever-larger role in Europe’s grid transition.
